F2.2 — Externalise Hardcoded Script Values

Remove hardcoded values from the script and make them configurable through the template, allowing different templates to define their own behaviour without modifying the code.
Four of seven stories shipped and the release gate shows merged; WPP survey generation now resolves the seven+ brand-construct question ids from template question tags instead of positional/hardcoded ids, with a legacy-survey backfill script and a per-market validation-rules registry.
