F1.5 — Field Monitoring Reporting
Keep the twice-daily field monitoring reporting as the primary tool for this recurring operational need, automate the day-on-day completes report (currently built manually by a researcher), and close specific gaps in the quota reporting. Broader, customer-facing, or ad-hoc reporting needs are handled separately by the new dashboard initiative.
Signed off as Done; four of five stories are JIRA-Done but GitHub hasn't independently confirmed they reached master (doneUnverified), and the feature has now sat 50 days in staged with its release gate still open despite the underlying reporting work — consolidated Excel workbook, day-on-day completes sheet, grade/region quota wiring, and the at-scale market fan-out — all appearing in merged PRs.

Gaps
Criteria are read from the ticket description on every run. A gap closes on its own once a story or PR matching it appears — nothing here is closed by hand.
